Cossack Cherkasy city has a rich historical heritage and interesting present. The youngest regional center of Ukraine is always at the epicenter of events. 2013 was difficult for Cherkasy. On April 24 the city Mayor Sergei Odarich was early resigned by deputies, and on April 29, at the session of the city Council by a majority of votes, was elected a deputy from the Communist party of Ukraine Victor Bilousov as Secretary of the city Council who is at the same time acting as the mayor of the city.

Victor Fedorovich himself mentioned that a lot of deputies from different fractions asked him to appoint Victor Bilousov for a vacant post:

- For me it is a new turn of destiny. Believe me, I was not involved in the formation of the new Executive Committee and I did not participate in the negotiation process. I was addressed not only by the leaders of the different fractions but also individual deputies from the ?Batkivtshina?, the Party of regions, ?UDAR.? I hope, not just to close this issue. I think most of them were not indifferent to what is the current situation in the city.

In fact, during 8 months of the past year and January 2014 no cataclysms in Cherkasy had happened. Despite the total delay of budget funds payment of the State Treasury, by the city Executive Committee was provided a vital activity of the city, so that the life in it keeps going on.

Even in the tight financial conditions due to the new urban authorities were managed to make a lot of good deeds for the period of nine months.

Compared to June of the previous year (by the time of reformatting of the majority and the change of leadership of the city) on the first of January 2014 wage arrears in the city at enterprises of different forms of property were decreased by almost two million UAH. Completely this debt was eradicated at the enterprises of communal property, what belongs to the sphere of management of the city Council, and it was on first of June 739 thousand UAH.

Now in Cherkasy in general, there is no overdue debts on payment of wages to workers of communal both enterprises and budgetary institutions. To solve this was not easy. Taking into consideration the fact that in 2013 from the city budget was paid almost UAH 60 mln of debt (borrowings loans, in particular, international).

From the development budget was funded 62,8 million UAH. for the 496 objects.

It was managed to repair 247 lifts, which ended the maximum allowable time of operation (25 years) exclusively due to 5.2 million UAH. funds from the municipal budget, and not according to the scheme of co-financing with the residents of apartment buildings, as it was planned by the previous administration of the city.

For the first time in many years it was decided to ban the summer period on forced leave (at own expense) the workers of preschool children?s institutions.

It was fully implemented the planned before repairs of roads about 230 thousand square meters, and their value amounted to 4.5 million.

After three years of negotiations in Cherkasy, in the district of Customs, for the first time in the region was opened a beach for people with disabilities. It was managed through a joint project between the city authorities and private enterprise LLC ?Vaiis?. In 2014, there will be showers and toilets, as central water supply and sewerage are already available.

The new government of the city can be proud of reconstruction of the Central stadium in Cherkasy, where competitions at the highest level may perform.

Housing cooperatives become more self-reliant and, more than 30 condominiums on the conditions of co-financing are allocated almost 740 thousand UAH., for the capital repair works (65 % was paid by condominiums, and 35 % was from the city budget).

On the proposal of Viktor Bilousov in 2014 the condition of co-financing will change society for the better: to the draft social and economic development plan is made innovation - ratio will be 50: 50%.

The city Council has set for 2014 regional enterprise ?Pharmacy? a preferential rent, subjected to medicine sales at the regional Program ?Health basket? with limit trade allowances does not exceed 10% of the purchase price on the domestic medicinal products, and not more than 15% on the other. It will give an opportunity in the first quarter of 2014 in five municipal medical institutions (and later to an additional three) to reduce prices for essential medicines and medical products.

In 2013 it was signed 9 contracts for performing of design and estimate documentation for capital repairs of roads in 2014.

It was drafted a new Procedure for attraction of customers equity participation in the creation and development of engineering-transport and social infrastructure, which will significantly increase in 2014 receipt of funds to the city budget.

For sale by auction 70 land plots were prepared.

In December 2013 it was carried out the plan on zoning of Cherkasy city.

Now we are working on finalizing the Program of social, economic and cultural development of the city for the 2014. The Executive Committee approved the general parameters of the city project budget for the 2014, and the parameters of the budget development are forming. This process is also difficult.

It continues the search of additional income to the city Treasury and, in particular, we have to take solutions unfavorable for future elections. Let us say, it is necessary to increase payment for the land and for land plots rent which is the lowest in comparison with the similar on the premises and territory of the regional centers.

It is not easy to build relations with the Deputy corps, composed of representatives of various political parties, among which are supporters of the former mayor, who control each step of the new city authorities.

To solve the most difficult problems of the city Viktor Bilousov attracts people?s deputies of Ukraine, because it is a constant shortage of funds in the city Treasury. Among the main problems, the solution of which requires co-financing of State and municipal budgets are: reconstruction of Shevchenko Boulevard, the main sewage collector in the street Chiguirin, building a house in the street Jakubovsky 17, purchase new trolleybuses.

It is positive that the public of the city supports a new city authority in its endeavors, decision making and implementation. After all, every day we need to solve a lot of different problems. Among them is to organize social activities. The greatest of city celebration resorted 70th anniversary of the liberation of Cherkasy from the fascist invaders and the 60th anniversary of the Cherkasy region. In the near future is the 200th anniversary of the birth of the Prophet of the Ukrainian nation, Poet and Artist Taras Shevchenko. He visited by the way Chekasy for several times. So again the regional center will become an epicenter of the 200th anniversary of the Great Kobzar celebration.

Summarizing what had been done, Secretary of the city Council, acting mayor Viktor Bilousov said: ?The whole of the city territorial community is concerned about the development of Cherkasy. And that is why we are committed to success?.
